In the long run, for the benefit of your community, this is a problem
that should be rectified. Are there other governing documents to
supplement the CC&Rs? It really is something that should be clearly
spelled out in advance.

Absent clear enforcement procedures, I would take the current violation
as a wake-up call, and adopt formal procedures to use the next time
there is a violation.
