Forget about "IF" and stick to the rules.
There is main component to to rules which people (the HOA Bolsheviks)
like you tend to forget.

THE RULES MUST BE LIBERALLY CONSTRUCTED AND MUST BE REASONABLE TO BE
ENFORCEABLE.

The problem with the HOA Bolsheviks like you is that they use CC&Rs same
as extreme Muslims uses the Koran to burn everyone in the neighborhood.

If you want to live in socialistic commune like the HOA you must put up
with the neighbors bullshit and not to enact ultra vires rules.
