In general, no. Membership dues are due on time, no exceptions (unless your
covenants specify otherwise).

Is the street entering your subdivision maintained by the HOA, or by your
village/town/city/township/county? The HOA here does not maintain the streets,
so withholding payment would be futile for me in this situation. It's good to
be certain as to who is responsible here.

If the HOA is not keeping up the streets, the way to force their hand is to make
noise at HOA meetings, and get letters into your local newspaper instead.

Better yet, run for the HOA board next time there's an election. Then you have
some control over what happens.
