I simply cannot resist the urge to be the first wiseass to say that the
latter policy is apparently 1 better.

But here's an actually useful answer:

HO-2 appears to be "only these listed perils are covered" stuff,
whilst HO-3 is more of an "all perils except blah."

What's right for you depends on your ability to accept risk. I am sure
HO-2 will be a lot cheaper. But, if there's a mortgage on the home,
you may need to verify with the mortgage company whether HO-2 would be
considered acceptable to them.
