It's come out the other way, too.
There was a Yak 3 at Camirillo years ago. The owner stripped it bare,
replaced all they hydraulics, put a Packard V12 engine in it, American
brakes and wheels, an American prop, new controlls, new wiring, a new
instrument panel and avionics, had a new canopy blown that he
installed, re-skinned it and painted it.
Objectively speaking he did significantly more than 50%, but the only
way FAA would license it was as exhibition.
They're trying to draw a line on a slippery slope. It'll move around
some.
