No!
Reagan's amnesty program was simply that, the amnesty. He announced it
as amnesty of about 2M of illegals nation wide.
The Bush is claiming "The Mexicans will do work which the Americans will
not do." and that he isn't giving an amnesty to about 20M nation wide.
However, Rick I don't want to disuse the Globalism with moron
