My GUESS is that you will hve to find a local lender that will do this loan.
When I was lending money, I don't recall any of my banks offering programs
for outside of the USA. Most of my banks would not even go outside of
California -- some would, but most would not. I also had licensing problems
when I loande money on properties outside of Calif.

Most jurisdictions want the lenders and lender's agents to be locally
licensed. Given the relative high expense of getting a lisence, and the
relative low volume of international investors, I've to think that you
need specialized attention from a USA loan officer/lender's agent, OR you
need a local agent that speaks (I assume) english.
