It's not clear to me if this is a new sub-panel, or was the main
house panel upgraded? In either case it sounds like one side of
the 220V main has a loose connection or possibly a bad main breaker
or meter. The loose connection is most likely and you should have
the power company check for that, or an electrician, though I guess
you have to get the power company out to reseal the box anyway.
