The main connections on electric panels need to be tightened down with a
torque wrench to the panel manufacturer's specifications. And if aluminum
main wiring, aluminum wiring "goop" needs to be brushed on the connections.
This isn't always done on new installs.

If the meter/panel is currently in use (live), then you need to call the
electric company out and have them re-torque the main feed connections in
the meter box and main panel. I do not know if they would re-torque a
subpanel or not. Might need to call an electrician for that. FYI - this is
not a do-it-yourself project since it requires working with live
electricity.

Note it is common for the main lugs to heat up and cool down if not tourqued
properly and this can cause the connection to become loose over time.
