OK, I will try to be clearer.

If someone wants to use a cell phone from their airplane legally, they
should take their phone to the local store that their cell phone
company runs.

Get the manager or the head of the service department. Talk to him
for a minute and try to find out if he knows what he's talking about.
If you think he does, ask him if your phone has an analog mode.

If the answer is yes, ask him how to disable it.

If you can disable it or if it doesn't have an analog mode,
congratulations, you can use it in your airplane.

If you cannot figure out whether your phone has an analog mode, do not
use it from an airplane. In fact, consider not flying anymore, since
using ATC is significantly more difficult than using a cell phone.
