If the board is following the recommendations of the speeding committee
then they are probably not going to be significantly liable for any
incidents that occur. The person who caused the tragedy would be held
primarily responsible.

Speeding is a problem in many neighborhoods that, contrary to your
opinion, has no real solution once the roads are built. Education and
enforcement have been shown to have a very limited effect lasting
typically three months, cost of continual education and enforcement for
a speeding problem effecting 20 homes could not be justified.

There are no good engineering solutions for your problem. While removal
of the double yellow line should be done it will not eliminate the
speeding. Speed bumps and other easy to implement traffic control
devices are unwelcome in a residential neighborhood because of the
noise that they generate and the damage they do to cars.

And while the safety committee's suggestion that the street be made a
no parking zone may not decrease speeding it will absolutely increase
safety.

If you wish to post the specific details of the mitigation that you
feel the board should take and the costs involved relative to your
association budget I'd be glad to discuss it further, but in my
opinion, based on your posting, I think your board has taken the
correct track in creating a committee to make recommendations on the
issue and not to waste association funds on an unsolvable problem.
