A lot of these questions will be addressed by the laws of your state.
However, in most cases, if you have an existing neighborhood without a
mandatory HOA, it will be impossible to force unwilling homeowners to join
it or pay money to support it. Your best bet would be neighborhood
association, which, of course, would be voluntary.
