There's just a /little/ bit of truth to it. It's an old law that has to do
with *fencing* pliers that can be used to cut barbed wire. I think you
can't have fence pliers in your saddle bag unless you are on your own
property. The law was probably used occasionally to prosecute cattle
rustlers. The modern day equivalent would be "possession of burglary
tools" (whatever that means).

The word "pliers" does not occur in the Texas Penal Code nor the combined
Texas Statutes.
