Thanks for the balanced comments, DG.

I am not pro or con CAI, as far as I am concerned they are just another
lobby group and of course they should and will be working in favor of
the interests of their membership. My community's association is not a
member of the CAI, and I would never recommend that we consider joining
them.

Our Board is supervised by the homeowner's in our development; we do not
have a foreclosure option in our CC&R and have no interest in having
one. Our only means of enforcement of CC&Rs is judicial process, and
we've only used that once in 40 years. We have had a few stragglers who
do not pay their assessments, the remedy for that is to file a lien
against the property. The association eventually collects when the
property is sold.
