How big is your community? How many board members do you have?

The mgmt company serves the board, the board serves the community. Who
do you think is more likely to listen to you? Most management
companies deal with several HOAs and take complaints all day long. How
important do you think your "close the trash can lid" request is to
them?

Further thoughts: Does the HOA pay the garbage bill - or is that
something that you do yourself? The mgmt company usually does not have
any more pull (if any) than the private consumer in regard to public
utilities...

Good luck getting the trash guy to close the lid, BTW....
There is not much you can do if the mgmt company doesn't react to your
complaint except take it up with the board.
