HOA's purpose has many, depending on who you work for: If you're a
member of the CAI, it's a cash cow, along with lawyers who back up the
CAI. If you're pro HOA in a neighborhood, the purpose depends on how
naive you are. You might think HOA keep property values up, when of
course you disregard the thousands that you end up paying to the HOA.
For some, HOAs just extend their belief in nanny government and
intrusion into other people's live.
Now that we have that straight, what does that have to do with economic
and cultural treaties between US, Mexico and Canada?
