Where pools freeze, pool pumps and associated
piping must be emptied at winter closeup. So
it is normal to draw down the water level before winter
to a point where (after the addition of winter snowfall)
the water remains well below the level of all pump
connections. (The pump inflow is usually several
inches below skimmer level so water levels need
to be kept lower than that, to keep the pipes empty.)
