Some of these things are cosmetic, some are not. Let me offer my =
opinion on them as someone with previous experience multiple times as =
both a buyer and seller. Not in the SF bay area, but that should not =
make any difference.
A broken drain in the garden isn't a cosmetic thing. The seller should =
either fix it or compensate you accordingly, either by lowering the =
price or by giving you some cash at closing so that you can have it =
fixed. My opinion is that the seller should have had it fixed before he =
put the home on the market.
Minor paint issues are not a big deal. A home will usually sell with =
those; a buyer many times will end up repainting eventually. The seller =
probably should have taken care of that too, but I'd not make an =
issue over that one.
Missing light bulbs are certainly cosmetic. Pick some up at Wal Mart or =
wherever you shop. Don't even mention this one or you will look =
foolish.
Carpet cleaning, although cosmetic, is something that indicates that the =
seller did not do their homework before putting their home on the =
market. One of the most important things to do when selling a home is =
to make it look good. That includes cleaning everything. Carpeting, =
paint, drapes, blinds, landscaping, vinyl siding, gutters, brick, =
windows, etc. They should have the carpet cleaned. =20
Broken tiles need to be repaired. They are in the same category as the =
broken drain in the garden. Either the seller fixes them, lowers the =
price, or throws money at you at closing so that you can have them =
fixed.
Dirty bathrooms are in the same category as the dirty carpets. I do not =
understand how someone can expect to bring prospective buyers into their =
home if their carpets are dirty and their bathrooms are a mess. I'd =
never put my home on the market in this condition.
Your realtor isn't responsible for these items other than to go to the =
seller's realtor and make these demands.
