Usually when you buy a used home, it is sold "as is". No warranties.
Then after you buy the home, you can "fix it up" to your liking.
Of course when buying a home, everything is negotiable. Sellers want to sell
and do not want to put more money into the house. And it can take time to
have things fixed delaying the sale.
You can request that the seller have things repaired. Or you can make an
offer which is lower and will cover the cost of repairs. Then the seller can
choose to have things repaired or accept your offer. Or they may tell you to
go fly a kite!
Then other people may be making offers on the house. Other people might make
the same offer without wanting anything repaired. The sellers would of
course accept the other people's offer and not yours.
If the house has been on the market for a year without selling, then maybe
the sellers would be more inclined to get things repaired so they could get
it sold.
