The association can make increases any time of the year providing that
prior to fiscal year submitted pro forma budget and if not it must ask
members for approval.
I don't see an technicality in that!
It is logical and fair and if you violate that than you have criminal mind.

I disagree!
People never consider alternatives. The proof is recent special election
in California in which 4 propositions which would fix the state problems
were rejected by people. Even republicans did not show to vote.

The people always act: "Why fixing something if it ain't broken?"
Because they believe that if they try to fix something that they will
brake it even more, which is derived from their lack of knowledge.

Only if they are desperate, people will attempt to fix something in
which case they say: "It is so bad that I can't possibly make it any
worse." Example recalling Governor Gray Davis.

I've made some changes so look at it and let me know NOT what you like
but what give you a negative feeling.
