Well, where i live, property tax varies by size of house, neighborhood,
district, etc. which is logical. A nice part of town would cost more.
A bigger house will be appraised more, thus higher property values no
matter if it is next to a dinky smaller house. My next door neighbor's
house(3,500 sq. ft, 2-story) was appraised at $220k while mine(2,690
sq. ft) at $182k, 1-story. My lot is pretty small compared to his
also. Thus, he will pay more in property tax which is 3.7 % before
homestead.

If more people use more energy, wouldn't they just have to pay
according to their usage which is reflected in their own utility bill?
Never heard of HOA dues factoring in energy usage.
