Well if you have any valid declaratory evidence stating that assessments
must be equal than you can file complaint or ask for an itemized
explanation.

I know for fact than even property taxes levied by the county
substantially differ based on property value at the time of the
purchase. I'm tax assessed for $70,000 while my neighbor is assessed
for $370,000 value.

Dues on 3 bedrooms are more then 2 and 2 are more then 1 because we have
utilities included and the assumption is that more people use more
energy. I've exclusive easement to a parking spot and others may have
not. etc. etc. etc.
