I'm in condo complex a conversion so the utilities (gas) is common to a
building of 16 units, so is hot water.

The bottom line is that your assessments are based on some schedule or
rule or whatever which board is using to determine how much a homeowner
will pay.
You are entitled to see that schedule.
So write to management/board and ask for a copy of that schedule.
After you have schedule start asking questions.
