Lowes, Home Depot and Sears all work the same for Home Improvement &
installation jobs. They act as a referral service, handle billing and provide
dispute resolution.

My experience has been that the types of subs they provide are basically
competant, but as the labor allowance from the retaillers tends to be on the low
side, the better subs tend to work elsewhere.

Another side effect is that you may see them discover "extra" work that wasn't
included as a way of getting the final bill higher.
