Should Homeowner's Association Pass Messages Between Owners? TC 10-01-2006
I live in a condominium complex. I've noisy neighbors upstairs. I have
talked with them several times, and although they promise improvement,
I do not expect things to get better. These neighbors are tenants. I would
like to contact their landlord, but I do not know who it is.

My questions:
1) Is the homeowner association obliged to give me the name and address
of the owner if I ask for it?
2) If they aren't obliged to give me the name and address of the owner,
are they obliged to pass along a letter if I write one?
3) If they aren't obliged to pass along a letter, is it reasonable for
them to do it anyway? In other words, is passing messages between
owners consistent with the mission of a homeowner's association?
