The HOA Ignored their obligation and increased assessments anyway.

Where is that beautiful and fair concept which the HOA should provide?
Last time I was riped of like this was in old communist Czechoslovakia.
So is the HOA communistic concept or not!
Where is the contractual obligations which they hold to me.
