Hi. Recently, the Property Manager of the HOA called me and said I was
fined 500 bucks for overflowing the trash bin because some neighbors
saw me moving. I've actually moved months ago and was recently taking
some staging furnitures out of the house because the house was in the
market for sale. The Property Manager accused me of overflowing the
trash bin. She actually hang up on me. After I wrote a letter to the
Board, the Property Manager said that she did not say it was a "fine"
but a "cost of removing the trash." (All the letters to the Board go
through the Property Manager). The bylaws said that the HOA is
responsible for the removal of trash. I read from the Internet that the
HOA is basically like a hierarchy and they are quite powerful. I guess
that there are no balances of power, not even in CA. Do you have any
comments, advice, or info? Should I pay for "the cost of removal" or
hope that the Board is fair?
